I wake up every morning with bug bites, mostly on my feet.?

These bites range from small bites to big round flat bites. I wash the sheets twice a week, and the dog's have been treated for fleas. The funny thing is, my boyfriend never gets bitten. I am covered in them!! Is it bed bugs? I am in Upstate New York.
